A pre-enactment event featuring high-profile representatives from the worlds of politics, business, and academia in the Grand Council chamber.

Fall 2037. A once-in-a-millennium flood strikes the Alpine nation of Switzerland. Weeks of severe weather, melting snow, and extreme rainfall cause landslides and flood the Swiss Plateau. The international climate relief forces, the “Green Helmets,” offer the Swiss Confederation comprehensive emergency aid. However, the offer comes with one condition: Switzerland must join the international initiative. In the face of the catastrophe, the Federal Council invokes emergency law and decides overnight to join. But the decision can still be overturned. While thousands of Green Helmets are already arriving in the country, the Emergency Council convenes in the Grand Council of Basel-Stadt.

The Basel public and high-profile representatives from politics, business, and science must decide: Join the Green Helmets and commit to climate service, or tackle the crisis alone? The assembly has the authority to overturn the Federal Council’s decision within 24 hours. The ultimatum expires at 9 p.m.

“For a moment, one might forget that this is all just a play. Because the ingredients are realistic.” Deutschlandfunk

foraus – Forum Aussenpolitik is a participatory Swiss think tank on foreign policy. The association, headquartered in Bern and based in Geneva, encourages young people to get involved in foreign policy and thus help shape it for the future. foraus stands for evidence-based, non-partisan, and high-quality content with recommendations for action.

“Proberaum Zukunft” is a social and theater project that creates spaces where people can not only imagine the future but also test it out in real life. The group’s hallmark is its “pre-enactments”—artistic anticipations of future political events—in which the audience, together with politicians and experts, becomes an active participant in history and must make groundbreaking decisions. Founded in 2017, the group has staged projects at venues including the Bühnen Bern, the Bühne Aarau, the Stapferhaus, the Collegium Helveticum, the Theater Neumarkt, and the Zürcher Theater Spektakel.

Venue: Grossratssaal (Parlamentssaal & Tribüne), Rathaus Basel

In the Special Edition Young on January 20, 2027, the pre-enactment is aimed specifically at the younger generation under 30, who will be most affected by the consequences of political decisions.
